Recognizing and combating racism



To fight against racism, it is essential to understand all of its underlying mechanisms. This is what the twenty researchers of the Centre for Research on Immigration, Ethnicity and Citizenship, led by Université du Québec à Montréal research professor Micheline Labelle, have been working on for over seven years.

In 2004, the researchers answered the call of the United Nations Educational, Scientific and Cultural Organization (UNESCO) to create an International Coalition of Cities Against Racism. At UNESCO's request, the Centre produced two studies: Indicators for Evaluating Municipal Policies Aimed at Fighting Racism and Discrimination and Un lexique du racisme – Étude sur les définitions opérationnelles du racisme et des phénomènes connexes [A Glossary of Racism – Study on the Operational Definitions of Racism and Related Phenomena]. These studies are particularly used in Canada by the 46 member cities of the Canadian Coalition of Municipalities Against Racism and Discrimination. The glossary serves as a reference for several organizations active in the fight against racism, including the Intercultural Council of Montreal.

The Centre for Research on Immigration, Ethnicity and Citizenship has also written two reports that were taken into account by the Quebec Ministry of Immigration and Cultural Communities in developing its policy entitled Diversity: An Added Value - Government Policy to promote participation of all in Quebec's development, unveiled in 2008.

In 2011, the Centre organized a symposium entitled For a Quebec Proud of its relationship with the First Nations: Anti-Racism Policy and Action Plan. This meeting culminated in the adoption of the Declaration for an Action Plan to Fight Against Racism Towards Aboriginal Peoples. The Assembly of the First Nations of Quebec and Labrador and the Centre, in consultation with Aboriginal peoples, then undertook to "initiate the necessary steps for the adoption of a policy and an action plan to fight against racism towards Aboriginal peoples".
