Aging in the plural



The Youth Protection Act aims to ensure the protection of all children in Quebec. Its effectiveness is largely dependent on the quality of the information made available to the Directors of Youth Protection. With this in mind, the Ministry of Health and Social Services created Projet Intégration Jeunesse for the computerization of the administrative and clinical management of Quebec's youth protection centres.

The research team Partenariat Jeunes et familles à risque (Youth and Families at Risk), directed by Marie-Christine Saint-Jacques from Université Laval, in collaboration with other research teams and the Association des centres jeunesse du Québec, took on a project to allow the use of this computerized data for research purposes. This led to the creation of the Plate-forme informationnelle pour le bien-être de l'enfant ("Data Platform for Child Welfare"), making it possible to apply existing youth protection data to research questions. Situations that were previously inaccessible can now be described with unequalled precision. It became possible to examine the entry of new reports on a daily basis to gain an understanding of the factors associated with fluctuations in numbers. Indeed, the wealth of available data permits the analysis of certain changes to youth protection practices. For example, the data were used to evaluate the consequences of amendments made to the Youth Protection Act.

The completion of Projet Intégration Jeunesse has contributed to the compilation of valid and reliable data on youth protection centre use and services provided. It has also allowed the development of a body of knowledge pertaining to abuse and families in serious difficulties. In addition to developing a synergy between experts in the field, it provides a real capacity for evaluation that could be put to good use toward developing knowledge in the field of abuse and family-oriented social services.
