BMP-Innovation scholarship applications must be submitted online using the program application form available on the Web site of the FRQSC.
Applicants must also apply for the scholarship supplement (training and supervision expenses). The application for the supplement must be signed by the host organization supervisor or research director and be clearly justified. The scholarship supplement applications are processed in the same way as the scholarship applications and are assessed by an appointed joint committee. The supplement applications may be submitted while the internship is underway, but the activities covered by the supplement must be carried out during the scholarship period.
Applications submitted by students
The proposal has to emanate from the student jointly with his/her research director and an organization. Applications submitted by students may be sent to the FRQSC at any time. When the application is submitted, the student, university and host organization must have already set out a collaborative agreement (a model collaborative agreement is available).
All applications are assessed according to the following criteria:
Applicant's academic record
Applicant's research skills
Relevance of the research project
Quality of the training environment
Relevance of the research project with regards to the theme of the call for proposals
Criteria, indicators and weighting
1. Applicant's academic record (15 points)
Applicant's grade point average (undergraduate and graduate studies);
Awards, scholarships, prizes.
Work experience relevant to the applicant's planned research in the practice environment will be taken into account when assessing the first criterion and related indicators.
2. Applicant's research skills (15 points)
Applicant's experience and accomplishments;
Letters of recommendation;
Applicant's communication skills, including his/her ability to present the research project.
3. Quality of the research project (40 points)
Clarity of the scientific objectives;
Relevance of the proposed methodology in light of the objectives;
Originality of the project;
Project's contribution to advancing knowledge in the field
Project's relevance to the director's research field (doctoral scholarship applications only).
4. Relevance of the project (30 points)
Applicants must obtain 21/30 on this criterion to be recommended for funding.
Relevance of the research project to the research theme(s) set out in the call for proposals;
Relevance of the internship in the practice environment to the applicant's study program and research project;
Added value of the applicant's experience in the practice environment.
Role of the evaluation committees
All eligible applications will be assessed by a multidisciplinary evaluation committee made up of three members. Committee members will chiefly, but not exclusively, be academics. For applications submitted as part of a call for proposals, a representative from the host organization will join the committee.
The evaluation committees will assess the applications based on the evaluation criteria in effect and rank the applications based on merit.
Role of the Board of Directors
The Board of Directors receives the recommendations of the evaluation committees and makes funding decisions, since it is the only body with a comprehensive view of the work of the evaluation committees. Thus, while being accountable to the government for its decisions, with the best information available, the Board of Directors may carry out its role as a manager of public funds.
Role of the program administrator
The Fonds Société et culture program administrator will ensure that evaluation committee members respect the evaluation criteria and applicable program and ethical rules.
The application e-form is available on the Web site of the Fonds Société et culture. Only the program application provided by the FRQSC will be accepted. Applicants should not include a hard copy of the application form with any documents submitted to the FRQSC (electronically or by mail). The Fonds recommends that applicants print out a copy of their application and provide copies for each respondent.
The forms may be filled out in French or English. However, the title and description of the project included on the application form must be in French.
All applications must include two letters of recommendation.
The letter e-forms (online or PDF format) are available on the Web site of the FRQSC. The online form may be submitted electronically to the FRQSC through the respondent's personal file. The applicant must therefore provide his/her personal identification number (PIN) and application number to his/her respondents.
A dynamic PDF form is available for respondents who do not have a personal file.
IMPORTANT: To be receivable, all photocopies of official documents must be legible and certified by a commission for oaths or any other person authorized to certify such documents.
It is the applicant's responsibility to ensure that his/her application includes all of the required documents.
The collaborative agreement duly signed by the applicant, the research director, the host organization supervisor and a university representative (for applications submitted by students);
A photocopy of the applicant's valid Québec health insurance card (if the card expires in the month following the deadline, the application will be deemed ineligible) or any official document attesting that the applicant is a resident of Québec under the Health Insurance Act, the Regulation respecting eligibility and registration of persons in respect of the Régie de l'assurance maladie du Québec, the Québec Taxation Act and the Regulation respecting the Taxation Act.
Certified photocopies (i.e. signed by a university representative and stamped) of the applicant's transcripts for all of his/her university studies, whether they were completed or not (certificates, diplomas, bachelor's, master's, doctorate, etc.). Official transcripts are also accepted but will not be returned to the applicants. When equivalencies were granted for courses followed as part of another program or in another institution, the transcripts from these courses and/or institutions must be included with the application. For transcripts from institutions located outside Canada or the United States, the applicant must include a short letter explaining the institution's marking system.
Any letters of recommendation that were not sent electronically to the FRQSC must be given to the applicant in a sealed envelope. The respondent must use a word processing software to fill out the letter form (dynamic PDF format), which is available on the Web site of the FRQSC. The respondent must then print out the letter, sign it and give it to the applicant in a sealed envelope or mail it directly to the FRQSC by the deadline.
Acknowledgements of receipt or letters from editors for articles that are submitted, accepted or in press must appear in the applicant's Canadian Common CV. The applicant's name must appear on these letters. Publications that are submitted, accepted or in press will only be considered if they are supported by an acknowledgement from the editor;
Applicants who are permanent residents as stipulated in Chapter 27 of the 2001 Immigration and Refugee Protection Act must provide a certified copy of their Record of Landing (IMM 1000 or IMM 5292) or permanent resident card;
Canadian citizens who were not born in Canada must provide a certified copy of a proof of citizenship;
Applicants may access the list of required documents when printing out the application form. Any missing documents require justification.
A submission confirmation will be available once the applicant has submitted his/her e-form.
Additional required documents for applicants who carried out part-time sessions since first registering in a graduate program:
An attestation from the university registrar listing all unregistered and/or part-time sessions.
Additional documents for applicants who are requesting an eligibility period exception:
Only the 2014-2015 e-form and required documents will be accepted. No appendices or documents other than those required will be given to the evaluation committee. Applications cannot be updated after the competition deadline. However, to update their contact information, applicants must write to the FRQSC at email@example.com.
Documents submitted in a language other than French or English must include a certified translation.
APPLICATIONS THAT DO NOT INCLUDE ALL OF THE REQUIRED DOCUMENTS BY THE COMPETITION DEADLINE WILL BE AUTOMATICALLY DEEMED INELIGIBLE BY THE FONDS SOCIÉTÉ ET CULTURE.
Submitting the required documents
Applicants registered as full-time or part-time students in a Québec university or the University of Ottawa must submit the required documents to the FRQSC by the deadline at the drop-off location indicated by the university.
Applicants who are not registered in a Québec university or the University of Ottawa must send the required documents directly to the FRQSC by the deadline.
NOTE: ANY APPLICATIONS RECEIVED AFTER THE DEADLINE WILL BE DEEMED INELIGIBLE.
Acknowledgement of receipt
Applicants will receive an acknowledgement of receipt via e-mail and will also be advised when their application is submitted to the assessment committee (if applicable).
