The postdoctoral fellowships of the Fonds Société et culture aim to:

Contribute to the development of the next generation of experts in the social sciences, humanities, arts and literature.

Support individuals who have graduated from doctoral programs as they broaden the scope of their research.

Foster the mobility of young researchers towards stimulating and dynamic scientific environments such as universities, corporate environments, government organizations and university-affiliated service centres.

The Fonds encourages researchers to carry out knowledge transfer activities whenever relevant.


Postdoctoral research fellowships (B3)

The postdoctoral research fellowships are aimed at applicants who obtained their doctorate in the two years prior to the competition deadline OR who first submit their dissertation by March 2015, the deadline by which grant payments must begin.

In a given fiscal year, applicants may only apply to one of the postdoctoral fellowship programs of Québec's three Fonds de recherche du Québec. The three agencies systematically share applicant information.


Eligibility criteria

Applicants must meet all eligibility requirements by the competition deadline on October 11, 2013, 4 p.m.

Citizenship and place of residence

Applicants must:

  • Be a Canadian citizen or permanent resident (or provide proof that a permanent resident application has been submitted to the proper authorities)
  • Be a resident of Québec for at least one year at the competition deadline and for the duration of the scholarship within the meaning of:
    • Health Insurance Act and the Regulation respecting eligibility and registration of persons in respect of the Régie de l'assurance maladie du Québec;
    • Québec Taxation Act and the Regulation respecting the Taxation Act.

Residents of other provinces who hold health insurance or residence cards from their home provinces are not eligible.


In a given fiscal year, applicants may only apply to one of the postdoctoral fellowship programs of Québec's three Fonds de recherche du Québec (FRQSC, FRQNT, FRQS).

Postdoctoral fellowship holders (fellowships from another agency)

Applicants who receive or have received postdoctoral funding from a recognized agency in Québec or Canada (e.g. SSHRC, NSERC, CIHR, FRQSC, FRQNT, FRQS, FCAR, CQRS, etc.) are not eligible for this competition.

FRQSC, FRQNT, FRQS fellowship holders

Applicants who have received a postdoctoral fellowship from one of the three Fonds de recherche du Québec may not apply to the program a second time.

Eligibility period

Scholarship period
The scholarship period must begin between April 1, 2014, and March 31, 2015.

Eligibility period exceptions

Fellowship eligibility period exceptions will only be made in circumstances that are beyond the applicant's control (e.g.: a serious illness). In such cases, the applicant must advise the Fonds as early as possible, describing the motive for the requested suspension and, if applicable, providing a medical certificate that indicates the reason for the suspension and its duration.

The Fonds Société et culture reserves the right to refuse any request that is not adequately justified.

Parental leave or family obligations

Applicants who suspend or postpone their studies for a parental leave or serious family obligations may ask to extend their eligibility period for up to 12 months. All supporting documents must be submitted with the application.

Persons with a disability

When the applicant is a person with a disability under the Act to secure handicapped persons in the exercise of their rights with a view to achieving social, school and workplace integration (R.S.Q. c. E-20.1), the eligibility requirements do not apply.

Place of tenure

The postdoctoral research must be carried outin an institution other than the one from which the fellowship holder earned his/her doctorate or who has served as an institution of joint supervision, if applicable.

The institution must be a leading scientific environment in which the applicant will broaden his/her scientific network, collaborations and research perspective and learn new research techniques.

Supervision and co-supervision

The postdoctoral research project may be carried out in co-supervision. A fellowship holder may not carry out his/her postdoctoral research with his/her doctoral supervisor or co-supervisor.

Research environment

The postdoctoral research project may be carried out in a university,

Outside Québec

Internationally-recognized research environments outside Québec are recommended and preferred.

In Québec

A postdoctoral fellowship may be carried out in a Québec institution providing that:

  • The project brings an added value to the applicant's doctoral training; AND
  • This choice is clearly justified.

Paid leaves

Applicants who are employed and on a sabbatical or study leave or who have obtained any other type of release from their duties with pay and/or wage replacement or any other form of compensation that exceeds 50% of their regular salary are not eligible. This restriction does not apply to applicants who are on a study leave without pay.

In a given fiscal year, applicants may only apply to one of the postdoctoral fellowship programs of Québec's three Fonds de recherche du Québec:

Fonds de recherche du Québec – Société et culture (FRQSC);
Fonds de recherche du Québec – Nature et technologies (FRQNT);
Fonds de recherche du Québec - Santé (FRQS).

Required documents

Applications that do not include all of the required documents by the competition deadline will be deemed ineligible by the Fonds.


Only forms filled out and submitted online are accepted.

E-form availability

The e-forms will be available on the Web site of the Fonds Société et culture at least one month before the competiton deadline.


The e-forms may be filled out in French or English. However, the title and abstract included in the application must be written in French. This information will be used for promotional and dissemination purposes.

Two letters of recommendation

To fill out and submit a letter of recommendation, respondents must log on to their personal file before the competition deadline. Applicants must provide their application and personal identification numbers (PIN) to their respondents. If one or both letters of recommendation are missing prior to the application deadline, the application will be deemed ineligible by the FRQSC. Only letters of recommendation filled out on the Fonds form will be accepted.

Respondents living abroad

Exceptionally, respondents who do not have a Fonds NIP or personal file will receive a dynamic PDF form and be able to print out a copy of their letter of recommendation (see the following section on the required documents to be submitted by mail).

Required documents to be submitted by mail

PLEASE NOTE: In order to be receivable, photocopies of official documents must be legible and certified by a commissioner of oaths or any other person authorized to do so. Documents submitted in a language other than French or English must include a certified translation.

The following documents must be mailed by October 11, 2013.

RAMQ card

  • A photocopy of the applicant's Québec health insurance card. If the card is expired, the applicant must provide proof that a new card was requested and send a photocopy of this new card as soon as it is received. If the applicant is unable to provide this document, he/she must send in:
  • A letter to the eligibility committee explaining why the card information is unavailable;
  • Proof that a new card was requested from the Régie de l'assurance-maladie du Québec;
  • A tax notice attesting to the fact that the applicant's most recent income tax return was filed in Québec.

Proof of citizenship

Canadian citizens who were not born in Canada must provide a certified copy of a proof of citizenship.

Permanent residents

Applicants who are permanent residents as stipulated in Chapter 27 of the 2001 Immigration and Refugee Protection Act must provide a certified copy of their Record of Landing (IMM 1000 or IMM 5292).


The applicant must provide certified copies of all of his/her university transcripts. Official transcripts are also accepted but will not be returned to the applicants.

The Fonds accepts transcripts submitted online through a secured site provided by the CREPUQ. Applicants who wish to use this service should contact the Office of the Registrar of their home university. It is the applicant's responsibility to verify the processing time. All files must be submitted online through the CREPUQ Web site by October 11, 2013. The Fonds will retrieve the documents from the CREPUQ Web site on a daily basis and include them with the applications and required documents.


The applicant must provide a certified copy of his/her doctorate degree (or an attestation of the first submission of his/her dissertation). If the applicant applied before submitting his/her dissertation, he/she must include a letter addressed to the eligibility committee indicating the date at which the dissertation will be submitted and provide a certified copy of the degree before the fellowship begins. Because documents are photocopied several times, the certified copy must be legible.

Master's and doctoral transcripts

The applicant must provide a certified copy of his/her doctoral transcript. If the applicant has not yet received his/her transcript, he/she must include a letter addressed to the eligibility committee explaining the situation.

The applicant must also provide a certified copy of his/her master's degree transcript.


The applicant must provide transcripts from exchange programs or courses (equivalences).

Transcripts from outside Québec

For transcripts from institutions located outside Canada or the United States, the applicant must include a short letter explaining the institution's marking system.

Only letters of recommendation from the Fonds will be accepted

Letters of recommendation that were not transmitted electronically: Respondents must access the Fonds Web site and fill out the letter of recommendation form (dynamic PDF) online.

Only letters written on an FRQSC form will be accepted. The respondent must then print the letter, sign it and give it to the applicant in a sealed envelope or mail it directly to the FRQSC. Please note that if a respondent sends a letter of recommendation in another format, fills out the form by hand or adds pages, the letter and/or additional pages will not be included with the application for evaluation.

Supervisor's letter of acceptance

The postdoctoral supervisor must use the correct form (dynamic PDF) from the Fonds. Exceptionally, this letter may be sent to the Fonds by November 1, 2013. If the letter is received after this date, the application will be deemed ineligible. The postdoctoral training may be co-supervised, and, in such cases, two supervisor's letters of acceptance must be sent to the Fonds.

Submission confirmation

The confirmation will be available once the applicant has submitted his/her e-form.

Additional documents

Postdoctoral research outside Québec

Additional documents for applicants who will be carrying out their postdoctoral research abroad and who want the value of the fellowship to be indexed based on the cost of living (for applicants who will have a position upon their return):

A letter from the director of the research centre or university department confirming the applicant's position following the training.

Eligibility period exceptions

Additional documents for applicants who want to invoke exceptional measures regarding their eligibility period:

A medical certificate indicating the length of the maternity or sick leave.

No appendices, no updates

No appendices or documents other than those required will be forwarded to the evaluation committee. Applicants will not be able to update their files after the application deadline. However, applicants may update their contact information via e-mail at

Submitting the required documents

The postmark will be considered valid proof of mailing.

Each applicant is responsible for his/her application and must ensure that it contains all of the necessary documents and is postmarked no later than October 11, 2013.

Applicants should note that mail left in a mailbox is only postmarked after sorting – a process that may take several days. Documents postmarked after the deadline will be deemed ineligible. All required documents must be sent to:

Acknowledgement of receipt

In the month of December following the competition deadline, applicants will receive an acknowledgement of receipt of their application and a confirmation that their application is under assessment, if applicable.

Awarding of the fellowships and announcement of the results

By whom?

Eligible applications are assessed and ranked according to merit by an evaluation committee that may call upon external experts. Committee members and experts may be from Québec, elsewhere in Canada or abroad. The committees make recommendations to the board of directors of the Fonds, which announces the results of all competitions in April of each year. In keeping with program objectives and budgets, the scholarships are allocated to each committee for a given program.

The board of directors is accountable for its decisions to the Québec government.


The decisions of the board of directors of the Fonds Société et culture are sent electronically to the applicants' e-files in late April, following the competition deadline. Applicants will be informed of their ranking and may print out their announcement letter.


Applicants who meet all funding requirements must accept or refuse the fellowship in the ten (10) working days following the receipt of the fellowship offer by filling out the e-form in their file (acceptation ou refus de la bourse). Should an applicant fail to accept the fellowship before the deadline, the Fonds will consider that he/she has refused the fellowship.

The decisions of the board of directors of the Fonds Société et culture are final and without appeal.


Value of the fellowship


The maximum value of the postdoctoral research fellowship is $30 000 for a 12-month research period.

The minimum duration of the postdoctoral research period is six months and the maximum duration is 24 months.

During the eligibility period (24 months), a fellowship holder may receive up to four payments.

The applicant whose research is carried out abroad and who is certain to be granted a position in a Québec research centre or university upon his/her return may obtain a grant increase of up to 50% to account for cost-of-living. To receive these additional funds, the applicant must provide a letter of attestation from the director of the research centre or university department when submitting his/her application.


Terms of the fellowship

Fellowship holders must request payments every six months.

Fellowship payments

The first payment can only be made if the Fonds Société et culture has received a certified copy of the fellowship holder's doctoral degree or an attestation that his/her doctoral dissertation has been submitted.

Progress reports

Fellowship payments will be made during the scholarship period and are subject to satisfactory progress reports.

Fellowship start date

The fellowship period must begin between April 1, 2014, and March 31, 2015. The fellowship is non-transferrable.

The fellowship is not retroactive and the research conducted in the months prior to April 2013 will not be funded.

For applicants who have already begun their research, the fellowship period starts when the grant is offered.

Research environment
The fellowship holder must be present in the research environment for the duration of the fellowship and devote himself/herself full-time to carrying out his/her research activities. Applicants who do not respect this rule will have their fellowships revoked.

Two-year maximum
Fellowships are granted for a maximum of two years, conditional upon the submission of a satisfactory progress report.

Convertibility of the fellowship
If a fellowship holder is offered a position as a regular professor in a university located in Québec, after carrying out a full year of postdoctoral research, he/she may ask to use part of the fellowship as start-up funding.

In total, $15,000 may be converted into start-up funding. The fellowship holder is then subject to the funding rules outlined in the Start-up Program for new Researcher-Professors.

Parental leave
A fellowship holder may receive a supplement for a parental leave during the fellowship period for a maximum of four months when the research project is interrupted in the six months following the birth or adoption of a child.

The fellowship holder may suspend his/her research project for a paternity/maternity leave without pay for up to one year. However, if the fellowship holder chooses to take the four-month paid leave, the leave without pay is reduced to eight months.

Reimbursement of travel expenses
Expenses at the start and end of the postdoctoral research program to travel to and from the research environment are reimbursed when supported by receipts and providing that they were not reimbursed by another agency.

The maximum travel allowance is equivalent to the price of one economy airline ticket.

Fellowship holders who have not yet defended their dissertation may be reimbursed for an additional airline ticket.

Supplement for partnership activities
The Fonds Société et culture offers a supplement of up to $2,000/year for participation and realisation of partnership activities (e.g. training, dissemination or knowledge transfer activities)

This supplement will be reimbursed upon the presentation of receipts to the Fonds and providing that the expenses were not reimbursed by another agency.

This supplement is available only if is justified on the application form and can not be used to cover other planned research costs.

Concurrent fellowships

Cumulation is prohibited
The Fonds grants funding that is complementary to sums received from other public or aid organizations based on merit. It is therefore prohibited to receive concurrent funding from:

  • A fellowship or scholarship from a Canadian granting agency such as the Social Sciences and Humanities Research Council of Canada (SSHRC), the Natural Sciences and Engineering Research Council of Canada (NSERC) or the Canadian Institutes of Health Research (CIHR);
  • A fellowship or scholarship from a Québec granting agency such as the Fonds de recherche du Québec - Santé (FRQS), Fonds de recherche du Québec – Nature et technologies (FRQNT), Conseil de recherches en pêche et agro-alimentaire du Québec (CORPAQ) or the Conseil des arts et des lettres du Québec (CALQ).

Cumulation is allowed
The fellowship may be cumulated with:

  • Scholarships and fellowships from ministries and agencies of the Québec and Canadian governments, other than those mentioned above;
  • Scholarships and fellowships from the private sector and universities.


A fellowship holder may accept employment that does exceed more than 250 hours per six-month period, provided that his/her research supervisor does not object and that the employment does not interfere with research activities. Teaching one 45-hour course is deemed equivalent to 150 hours of employment.

The salary that the fellowship holder receives exclusively for his/her research project is considered to be a fellowship.

Changes to the research project or research environment

Before modifying his/her research project or environment, the fellowship holder must first make a written request to the Fonds Société et culture, which will ensure that the proposed changes do not impact the fellowship holder's assessment and remain in line with the program's eligibility


General considerations

Responsibility of the Fonds

The Fonds Société et culture is not responsible for any direct or indirect damages resulting from the processing of any application with regards to a scholarship, grant or any other type of request. Without limiting the generality of the foregoing, the Fonds Société et culture is not responsible for any direct or indirect damages resulting from the unauthorized disclosure of any information contained in an application. Despite all of the precautions that the Fonds Société et culture takes to preserve the confidentiality of the information that must remain as such, certain countries to which the information is communicated may not follow the same protection processes (e.g.: asymmetric cryptography, enciphering, etc.).

Act respecting access to documents held by public bodies and the protection of personal information

The Fonds Société et culture is subject to the Act respecting access to documents held by public bodies and the protection of personal information (R.S.Q., chapter A-2.1). The mandatory data is gathered, used and kept in accordance with the provisions of the Act.

The applicant should contact the person who oversees access at the Fonds Société et culture for information on the access procedure, the protection of personal information and the rights of recourse stipulated in the Act.


All Fonds programs must be approved by the government, and all funds are dependent on the granting of government credits.

The Fonds Société et culture reserves the right to modify the value of the grants and the program rules detailed in this document without prior notice.

Applicants must respect the eligibility criteria of the program and the Common Rules and Regulations, which are available on the Web site of Fonds Société et culture.
