General information and rules

This program refers to the Common General Rules  (CRR), which are applicable to all programs of the FRQSC. Only the special conditions applicable to the Support for Media Arts and Technologies program are indicated in this document and these prevail over the CRR (p.1).

Note: In the event of a discrepancy between the English and French versions of this program, the French version prevails.

1.

PROGRAM OBJECTIVES

The Support for Media Arts and Technologies program aims to stimulate the development of innovative digital content and technologies in media creations by supporting experimental, research and creation activities.

The following objectives have been set for the program:

  • Support free exploration in the new media and technologies sectors and foster the consolidation of existing projects;
  • Support the media arts and technologies projects that possess a progressive, original, innovative or renewing aspect;
  • Foster interdisciplinary collaborations between university researcher-creators, professional artists, university researchers, engineers, computer specialists and any other collaborators who could contribute to the project;
  • Contribute to research/creation training and to the skills development of student researcher-creators; and

Help determine and disseminate the results that could interest the industry.


2.

PROGRAM CHARACTERISTICS

The program intends to support two types of projects: those with an exploratory aim and those with a research/creation focus. The projects with an exploratory aim should be artistically or technologically bold and rely on cutting edge approaches, perspectives or hypotheses that could lead to significant form or content development.

The research/creation projects must make an artistic contribution through the originality of the subject or content or the singularity of the expressed perspective or process of expression or a technological contribution through a pathbreaking combination of existing technologies, the development of new technology uses, the creation of new tools, etc.

Scientific and technological projects will only be considered if they can be applied to media arts practices or if they generate artistic content.

2.1 Components

Two funding components are available.

A. Projects with an exploratory aim

The first component for projects with an exploratory aim enables researcher-creators to experiment with new ideas and develop a concept, technology, prototype, etc. before carrying out a research/creation project. This particular component will not support the realization of research/creation projects.

B. Research/creation projects

The second component enables researcher-creators to create digital art works or tools or original, pathbreaking artistic productions.

ELIGIBILITY REQUIREMENTS

Applicants must meet the eligibility conditions set out in section 2 of the CRR and must have the status of university researcher-creator (CRU), new university researcher-creator (CRUN) or retired university researcher-creator (CRUT) (Appendix, CRR).


4.

APPLICATION

4.1 Preliminary proposal

In order to submit an application to the program, researcher-creators must first present a preliminary proposal by filling out a Support for Media Arts and Technologies (Appui aux arts et technologies médiatiques) electronic application form (e-form) available on the Web site of the Fonds.

The preliminary proposal must demonstrate how the application meets the program objectives and how the applicants fulfill the eligibility requirements. Unsatisfactory proposals will be eliminated.

The preliminary proposal includes the following sections:

  • Choice of component;
  • Overview of the project;
  • Contribution of the project to the development of digital content or technologies, specific objectives of the program and potential artistic and technological benefits;
  • Collaborators (if applicable);
  • Student involvement;
  • Dissemination and transfer plan (required for component B) The dissemination and transfer plan includes the artistic and scientific dissemination activities of the work or approach to peers and the public. It does not include the activities to valorize these elements (the steps towards the commercial or industrial applications of the work or its components) ;
  • Budget.

The preliminary proposal may be submitted in French or English. However, the title and overview of the project included on the form must be in French.

The preliminary proposal must be sent by the institution that will ensure the financial management of the project.

Required documents

The following documents must be sent to the Fonds Société et culture no later than the competition deadline of November 5, 2014, at 4 p.m.:

Via e-form

  • The Support for Media Arts and Technologies preliminary proposal e-form (Appui aux arts et technologies médiatiques), which is available on the Web site of the Fonds Société et culture ;
  • The applicant must obtain a personal identification number (PIN) from the Fonds in order to submit an application to the program
  • The Canadian Common CVs of the principal investigator and co-researchers who will be participating in the project.

  • Three copies of the project support material detailing the applicant's past accomplishments should be included. The material should not take more than ten minutes to read or consider. The applicant may choose the documents that he/she submits. This information must be in digital format and compatible with standard software;
  • Researchers who are not Canadian citizens or permanent residents must also provide a copy of the documents detailing the steps taken to obtain permanent resident status;
  • If applicable, a copy of the ethics certificate for the use of human or animal subjects or human or animal products as part of the project. Funding will be conditional upon this certification and the submission of all of the documents that pertain to the certification.

Only the official Support for Media Arts and Technologies (Appui aux arts et technologies médiatiques) form, Canadian Common CVs and other required documents will be accepted. Applicants will not be advised if any documents are missing. None of the documents received after the deadline will be considered, and applications cannot be updated. The Canada Post postmark or the dated stamp of a messenger service will be considered proof of delivery before the deadline.

When sending an e-form, all electronic transaction instructions must be followed. The Fonds is not responsible for any losses or damages of any nature to the material sent as part of the application. The Fonds is not responsible for the loss of any documents that are not clearly identified or any damages suffered in transport. The items included with the application will only be returned to the applicant if they were sent along with a preaddressed stamped envelope or box. Otherwise, the documents will be kept by the Fonds Société et culture for 90 days after the date on the letter announcing the results, after which the Fonds Société et culture will dispose of the documents.

Applications that do not contain the information necessary to establish eligibility or which cannot be evaluated will be deemed non-receivable by the Fonds Société et culture. Any part of the project description or bibliography that exceeds the maximum number of authorized pages will be removed from the application. Any documents received after the deadline and/or any documents that are not required and which are included with the application will not be given to the evaluation committee.

4.2 Interview

Once a preliminary proposal has been accepted, the principal investigator will be invited to present his/her project to the members of the evaluation committee during an interview of a maximum duration of 45 minutes. The interview will include a 20-minute presentation followed by a discussion period (25 minutes) with committee members. Researchers may select the format in which their presentation is given.


5.

EVALUATION PROCESS

The general terms and conditions relating to the evaluation of applications are set out in section 4 of the CRR.

5.1 Evaluating the preliminary proposal

A relevance committee will be appointed to study the preliminary proposals. It will be chiefly made up of university researchers and researcher-creators and two industry representatives. A researcher-creator will chair the committee. The relevance committee will first evaluate the applications and then invite only the applicants whose applications meet program objectives and characteristics. The relevance committee will make its decision based on the following criteria:

  • How the project contributes to the program's specific objectives;
  • How the project contributes to the development of digital content and/or technologies in media creations;
  • How the project generates potential artistic and technological benefits;
  • Artistic interest of the project;
  • Relevance and possible transfer to the arts world, artists, the industry or the community.

5.2 Evaluating the interview

A multidisciplinary evaluation committee chaired by a university researcher-creator and made up of peers including relevance committee members will be appointed to assess the interviews. The members of the evaluation committee will be from Canada and abroad and their expertise will reflect the diversity of the applications received.

After the interviews, the evaluation committee will rank the applications based on merit, by component, according to the following criteria:

Component A: Projects with an exploratory aim

  • The relevance and innovative aspect of the project with an exploratory aim
    • The project includes pathbreaking, potentially structuring artistic or technological opportunities;
    • The project impacts the development or renewal of its field of artistic expression.
  • The feasibility of the exploratory project
    • The project leader and team possess the expertise necessary to carry out the project;
    • The budget is realistic.

Component B: Research/creation projects

  • The originality and quality of the research/creation project
    • The project is artistically and/or technologically enhancing, renewing or innovative;
    • The proposed approach is in keeping with the program objectives.
  • The feasibility of the research/creation project
    • The project leader possesses the experience necessary to carry out the project;
    • The roles and contributions of the collaborators are clearly defined and the team possesses the expertise necessary to carry out the project;
    • The schedule, dissemination and transfer plan and budget are realistic. 

Role of the evaluation committee

Committee members will assess the applications based on program criteria. Members will also rank the applications according to merit and determine which should be funded by the Board of Directors of the Fonds.

Role of the Board of Directors and funding decisions

Committee members evaluate the applications based on the evaluation criteria specified for the program. Sections 4.3 and 4.4 of the CRR provide further details concerning the integrity of the evaluation process and the conditions under which funding decisions are made by the Board of Directors.

 


6.

FINANCIAL SUPPORT AND TERM OF THE GRANT

Financial support will be granted as an operating subsidy, which will vary according to the scope and length of the project. Funding may be granted for a period of between 12 and 36 months. The maximum annual authorized amount for each of the components is $50,000. The total amount granted for each project will not exceed $100,000.

The grant must be used to cover the current expenses incurred when carrying out the project. Only the budget items listed below are allowable.

  • Salaries for research professionals, technicians, students and postdoctoral research trainees; (in exceptional cases, the professional artist may receive a professional fee as part of a funded project as a co-researcher or collaborator);
  • Professional fees;
  • Travel and living expenses;  
  • Research and creation material and supplies;
  • Material and equipment transportation;
  • Telecommunications fees;
  • Computer supplies and data bank acquisition;
  • Production, editing and/or reprography fees;  
  • Translation fees;  
  • Small equipment acquisition.

7.

EFFECTIVE DATE

These present rules apply to the 2015-2016 fiscal year.
