PROGRAM DESCRIPTION SUMMER 2017

 

FOREWORD

The reality of universities located in outlying regions differs from those in cities, especially in terms of the number of graduate programs and, by extension, the pool of students for advanced studies. In light of this, in 2007, the Fonds de recherche du Québec – Société et culture launched its Undergraduate Introduction to Research Scholarship Program for students with an interest in and aptitude for research in social sciences,  humanities, arts and literature attending the regional campuses of the Université du Québec (UQAC, UQAR, UQAT, UQO and UQTR) and Bishop's University.

Through this initiative, the Fonds Société et Culture wishes to acknowledge the special challenges faced by regional universities and to foster access to advanced studies by offering research experience in a university environment and by encouraging undergraduate students to choose a career in research in the areas covered by the Fonds Société et Culture.

Every summer, the Fonds Société et Culture awards two scholarships worth $5000 each to eligible universities. The universities must establish a procedure for evaluating and selecting applicants.

Applicants who would like further information must contact their host university.

Applicants who use e-mail in communicating with the Fonds must provide a phone number where the can be reached. Priority is given to e-mailed information requests.
 

These guidelines refer to the Common General Rules (CGR), which are applicable to all programs of the FRQSC. Only special conditions applicable to the Undergraduate Introduction to Research Scholarship Program are indicated in this document and prevail over the CGR  (p. 1).

In addition to complying with the CGR, applicants must meet all additional eligibility requirements as indicated in the guidelines program at the time of submission. Likewise, scholarship holders are required to comply with the terms governing the use of the scholarship for its entire duration.


Note: In the event of a discrepancy between the English and French versions of this program, the French version prevails.


1.

PROGRAM OBJECTIVES

 

The purpose of the Fonds Société et Culture's Undergraduate Introduction to Research Scholarship Program is to foster student's interest in research and to provide the best applicants with funding so they can carry out introduction to research activities in a university environment for the duration of the scholarship.


2.

TARGET GROUP

 

The Undergraduate Introduction to Research Scholarship is open to undergraduate students at Bishop's University or the regional campuses of the Université du Québec (UQAC, UQAR, UQAT, UQO and UQTR). The scholarships are intended for full-time undergraduate students with a minimum of two consecutive completed sessions who have met the requirements of their Bachelor's program. The students must be engaged full-time during the summer session in introduction to research activities in disciplines related to the social sciences, humanities, arts and literature.

Students registered in a graduate program or with a graduate degree are not eligible for this program.


3.

ELIGIBILITY REQUIREMENTS

 

Applicants must meet all of the following eligibility requirements.
 

CITIZENSHIP AND PLACE OF RESIDENCE

• be Canadian citizens or permanent residents within the meaning of the Immigration and Refugee Protection Act, c.27 of the Statutes of Canada, 2001. A permanent resident has obtained landed immigrant status without having acquired Canadian citizenship;

• be deemed to be domiciled in Québec for at least one year;

• be residents of Québec within the meaning of the Health Insurance Act and the Regulation respecting eligibility and registration of persons in respect of the Régie de l'assurance maladie du Québec (R.S.Q., c. A-29). Residents of other provinces who hold health insurance or residence cards from their home provinces are not eligible.

Persons who maintain their Québec resident status within the meaning of the Health Insurance Act and the Regulation respecting eligibility and registration of persons in respect of the Régie de l'assurance maladie du Québec and the attendant regulation and who live outside Québec solely for the purpose of continuing their studies are deemed to be living in Québec.

According to the previous statements, and such as indicated to the section 2 of the CGR, Fonds Société et Culture scholarship holders must meet the eligibility requirements listed above for the entire duration of the scholarship.

 

ELIGIBILITY PERIOD

Applicants who have been registered in the undergraduate program of study for which the scholarship is being sought for two consecutive full-time sessions at the time the scholarship comes into effect are eligible.

The Undergraduate Introduction to Research Scholarship is awarded for one summer session.

 

PLACE WHERE SCHOLARSHIP IS USED

The scholarships are awarded for introduction to research activities carried out at the following universities: Université du Québec en Abitibi-Témiscamingue, Université du Québec à Chicoutimi, Université du Québec en Outaouais, Université du Québec à Rimouski, Université du Québec à Trois-Rivières and Bishop's University.


4.

SUBMITTING APPLICATION

 

Universities that apply must send the selected candidates files and the following supporting documents by e-mail no later than mid-June of each year to boursesb.sc@frq.gouv.qc.ca :
 

  1. Presentation of the candidate's application form

The application form can be downloaded from the Undergraduate Introduction to Research Scholarship Program pages (Bourse d'initiation à la recherche au 1er cycle).

  1. Full-time sessions

An attestation from the university registrar indicating the full-time sessions completed.

  1. RAMQ card or other official document

A copy of a valid Québec medical insurance card or any other official document that proves resident status under the Health Insurance Act and the Regulation respecting the eligibility and registration of persons in respect of the Régie de l'assurance maladie du Québec.

If this document is not available, the applicant must provide a letter addressed to the eligibility committee explaining the reasons, accompanied by proof that a replacement card has been requested from the Régie de l'assurance maladie du Québec.

  1. Proof of citizenship

Canadian citizens born outside Canada must provide a copy (both sides) of their proof of citizenship.

  1. Landed status in Canada

Permanent residents of Canada under the 2001 Immigration and Refugee Protection Act, ch. 27, must provide a copy of their landing documents (IMM 1000 or IMM 5292) or their permanent resident card.

Applicants must provide an explanation as to why a given document is missing. The Fonds reserves the right to turn down any requests that contain insufficient information.


5.

EVALUATING APPLICATIONS

 

EVALUATION CRITERIA

Applications are evaluated by the universities using a procedure they have determined and based on the following criteria:
 

  • Quality of academic record
     
  • Aptitude for research

6.

ANNOUNCING RESULTS AND AWARDING SCHOLARSHIPS

 

The university forwards recommended nominations to the Fonds which makes sure that the candidate's application files are complete and comply with the eligibility requirements. In the event that a candidate's file is incomplete or ineligible, the university will be informed of the rejection of the application via e-mail.

The university then notifies the successful candidates and the Fonds announces the results on its Web site.


7.

REGULATIONS GOVERNING GRANTS

 

PERIOD OF USE

The period of use begins no later than June 15 of each year. Scholarships cannot be transferred or carried over to another session or year.

 

VALUE OF THE SCHOLARSHIPS

The annual value of Undergraduate Introduction to Research Scholarships is $5000 for the summer session.

 

FINAL REPORT

A final report on the activities carried out under the Undergraduate Introduction to Research Scholarship Program must be submitted by e-mail to the Fonds no later than end of September of each year to boursesb.sc@frq.gouv.qc.ca

Any future financial support under another Fonds de recherche du Québec program will be conditional on receipt of the final report.


8.

APPROVAL

 

The Fonds Société et Culture reserves the right to modify the value of the grants and the program rules detailed in this document without prior notice.
